Have you seen those plastic ashtray things on lamposts?

you are supposed to put your ash and ciggerettes into them when smoking on the street in London...

I friend of mine was fined £50 for dropping his ciggerette butt on the street..anyway...

I saw a council bin man or whatever unattach the ashtray thing from the lamppost and empty onto the floor - lol - spilling all the butts and ash onto the street

whats the point ???
