Having a problem with teenage kids of neighbours?

We have a problem with the family from the house next door but one, this has been going on for most of the time we have lived here but now her children are teenagers (16 and 13) its getting worse. They sit outside the house til all hours making lots of noise, to the point we cant sleep because of it. The final straw came tonight when I saw 6 of them sitting on the bonnet of my car when I asked them to get off, they did get off but then its great fun to stand beside the car with the middle finger up or mouthing off just quiet enough so I cant hear what they are saying. It is now getting to the point where we dread evenings as we know the noise will increase. I am not sure its worth speaking to the mother, she leads by example starting a party last weekend at 2.30am with no consideration for others.

I dont want to call the police but am getting pig sick of this every single night.

What can I do?
