Having problems with my P/C.?

This message keeps popping up and lately, my computer has bouts with freezing up. Clear my data, history, etc. and run my spysweeper, but it continues to freeze up. Here is the message that keeps popping up. ErrorloadingC:Progra~1mywebs~

Go to your system restore to the last 2 days. You probably downloaded a song or program. delete these. Remember when you download a program place it away from your C: Drive, when downloading place item in a folder on your desk top so you can later look at it, and check with a anti-virus program. Make sure you take all CD, DVD, and floppys out of pc when booting. Have to watch what applications which want to load during start up, check in msconfig, and check in start up.
