Having problems with phone company.?

about 2 weeks ago i stoped getting a dail tone on my phone,i took out the phone and tried it in my roomates room and got a dail tone. i called the phone company calavier and they asked me if i owned my property i said know, i live in like an apartment house with other people he said it sounds like it is your jack being that you dont own your property we can not come out and service you. you have to talk with your landlord.is this true, what can the landlord do about my phone jack.any advice please. thank you.

  1. All telephone equipment "inside" a house are the responsibility of the person who owns the house, or the people who "own the equipment" being used inside the house.

    Telephone jacks and cords inside a house are not phone company owned and thus not their responsibility.

    But, they can come out and perform repairs to cable, wiring, jacks, etc., but at your own expense.

    They may require the "home owners consent" to do any such repairs.  Bills will probably have to be sent to whoever the person is that the phone service bills normally come to every month.

    I would think, as a renter, if the phone bill is in the renters name, then they can bill the repairs to the authorized renter that has service in their name.

    Otherwise, call an electrician.  They can often do Inside the home telephone wiring repairs for you too.... for a price... if you are willing to pay....

    If you aren't willing to pay for repairs yourself, then you need to get the landlord involved..... it's his property.


  2. There should be a network interface on the side of your home/apt somewhere (usually near the power meter) that you should be able to access with a regular s***w driver.  If you can find that, there should be a test jack in there that will allow you to plug a phone in and test if the problem is your jack or the providers responsibility.  The telco is responsible for getting dialtone to that box and no further.  After that it's the customers responsiblity to resolve the issue.  In most cases the telco will repair inside lines at customer cost, but in a rental situation any work that may alter the home will need landlord permission.

  3. Call the phone company back.  Per FCC regulations they have to get your dial tone back within 24 hours.  Regardless of who owns the property, they need to at least check it out.  It could be an office switchboard problem, not just with the phone jack.

  4. The inside wiring in a home is the responsibility of the owner. Some phone companies offer coverage on inside wiring for a monthly fee. In most instances however the phone company will work on inside wiring but they charge you and its pretty steep. If your apartment has a contract with another company to do their inside wiring it restricts your local phone company from doing any work at all even on time sensitive charges. you need to find out if your property manager will fix this for you.
