I am not sure what you are referencing about chocolate and chili..I use a touch of cocoa powder when I make my chili...I think it deepens the flavor...years ago Jeff Smith was a popular television cook and he did a cookbook...he did a show on the Aztecs and chocolate and chili powder...he said to have a spirit of adventure and try adding a can of green chiles to your brownies...I did it and my husband and son liked it...my daughter did not..it is different for sure!  I think just a pinch of cocoa mixed in a bit of water first to dissolve often will deepen the depth of flavor to some tomato based dishes or soups...I use coffee sometimes too.
