what could cause women to have very low hcg levels and not be picked up on a hpt???

You could just be very early in the pregnancy. Or if you pee too much throughout the day and then take the test the urine is too diluted to tell. If you're testing before a missed period, just try to use the first morning pee.

Many things, you could not be pregnant , you could be too early meaning you either ovulated late or the egg implanted late, or it could be that if you were pregnant that you are or did loose the baby.

Not being pregnant, egg not implanted in the uterus yet, diluted urine when early in pregnancy, testing before 5 weeks (It's possible at 5 weeks to still have hCG levels lower than 25-50), or medications with contain hCG.
