  1. All NTSC camcorders record at a default of 60 frames per a second.  If you understand frame rate theory, then you will know a recording of 60fps also operates as 30fps.

    * This holds true as long as you do not need to go into the topic of interlace versus progressive - for most general consumer recording needs, the interlaces/progressive issue is pointless (so we won't cover it here).

All HD camcorders run and record at 60fps right out of the box.  If you specifically want to record in 30fps, all new camcorders since 2008 allow you to choose this option.

If you need to record at a rate higher than 60fps, then you will probably need to find a camcorder with slow motion capabilities.   Slo-Mo records at a super high frame rate and plays back at 60/30fps.   You might find one or two consumer level camcorders with slow motion capabilities, but this feature is mostly found on the professional cameras.

  2. All of them record at 30+ FPS, as HD requires that.
