Make sure you have hooked it up correctly and are using the correct antenna.  These converters can be very tricky.  I would suggest reading through the setup part in the manual very slowly.

Make sure your antenna is hooked into the RF IN of your converter box, and your TV is tuned to the output of the box, whether Video X or Channel 3/4.

If you were having problems getting analog channels (snow, fading in/out), their digital versions will be near to impossible to lock onto. You could try to use an amplified indoor or outdoor antenna. Check Antennaweb.org to determine the distances of your local stations from you.

If all else fails, cable/satellite is your only hope.
