If it's your kid, you can enforce your own rules. If it's someone else's kid, just avoid him altogether.

He's probably annoying because he is tired!  Put him to bed!  8:30 pm is a good time.  He should be on some kind of schedule,  Where are his parents and why do they let him stay up so late?  Don't they know that children grow while they are sleeping?
