i'm helping my friend fill out medicaid c**p and who does she put for head of house hold, her grandma, her mom or her?

Definitely not the child.

If her mom is in charge of her, put the mom.

If the grandma is in charge of running the household and taking care of both mom and child (if mom is handicapped, for example), then the grandma would be head of household.
