Ok, first of all why would the head office of an immigration for one province be in another? So, no it's not the head office. There is no separate immigration for each province so there is no such thing as "Immigration Saskatchewan". 3rd, your address is for The Unemployed Help Centre of Windsor, not immigration.

As mentioned in the above answers, this is a scam.  Immigration is under the jurisdiction of the federal government, not provincial.  The address is also for a employment help centre in Ontarion which has nothing to do with immigration.  Do not send any money or personal information unless you want to lose your money and possibly have your ID stolen.
