Headlights ?

those headlights that looks blue-ish, but when you get closer to the vehicle its white, what are those headlights called?

Xenon lights but check with your local department of motor vehicles to see if they are legal first..

These are High Intensity Discharge, or HID lamps. Usually Xenon. Our local Illinois State Police is writing tickets for them now as it is illegal to display blue or red lights on the front of your vehicle.
