  1. Neither.  It's a result of planning, taking care of yourself, and dumb luck both in terms of the genes you received from your parents and what you end up exposed to.


  2. Health is a right, but in many countries health care is a privilege, not a right.  The right to health is one of the core rights in the so-called bill of human rights. It has been recognized at least as long as the UN Declaration on Human Rights adopted by the United Nations in 1948, but many would trace it much further back into human history.

    The right to health care is more controversial. Socialist countries and countries with a strong welfare tradition would view it as universal that all persons are entitled to adequate health care. In countries that have more of a free market leaning, it is felt that certain minimum health care benefits should be available to the poor who can not afford care, but not all types of care.
