how old must a child be before being entilted to recieve some nursery education?

England:

The term after childs 3rd birthday...so if born in october they will be free the January. The dates for funding are usually...Jan to last day of March will get in April, April to last day of August is September, September to last day of december is January.

However some children can be funded earlier through social care services and lea depending on their needs eg: special educational needs, chidlren in care, children who need extra support.

i believe from 3 years of age in the uk that there is government funding available

childcare for under 2's is generally more than for over 2's and most places will take children 2 and up and if they have the facilities babies from 4 months

In U.S., children can start the program called "Headstart" when they're 3 years old, then continue a second year for the 4 year olds.

If a child were enrolled in a daycare such as the YMCA, in which the child can start at any age (as long as he / she is potty-trained), age-appropriate educational activities are practiced with the children.

Headstart is a free program, whereas the YMCA requires a fee be paid.

In the US there is no entitlement to nursery school education.  Headstart is one of many programs that will take three and four year olds.  There are proprietary schools that generally will take children of all ages.  There are Parent's Day Out or Mother's Day Out Programs that generally take children six weeks through five years.  PDO's and MDO's are generally limited to two day per week programming because of State licensure requirements.  The latter three programs require you to pay tuition.  Headstart is on a sliding scale based upon income.  Other than these programs there are no mandatory programs in the US until Kindergarten.
