As a co lobbyist, do believe that a highly regulated enviroment makes health care and human service delivery too complex and bureaucratic , reducing the quality of care to clients? and write a statement as if you are presenting your argument to the U.S. congress.

  1. Difficult assignment because facts are speaking against you, at least when you talk about health insurance.

Health insurance is best forced upon people, that means everyone should have health insurance. The basic idea is that those with a low health risk are contributing to those with a poor health risk, whereas if this was a voluntarily insurance poor people would opt out and prefer not to be insured (and poor people have the worst health in general). Note that uninsured people have brought the US Health system into trouble, hospitals (emergency rooms) have a legal duty to help everyone with urgent needs, even if they cannot pay but that leaves the hospitals with unpaid bills and forcing them out of business.

However, free enterprise is certainly "efficient" when it comes to providing actual care. (let everyone "choose" the hospital they prefer) and the health insurance can be offered by multiple insurance companies (with minimum coverage imposed by the authorities)
