Health insurance for NON US resident senior?

My father is 66 and in excellent health, non-smoker, looks 55, etc etc. I want to get him some health insurance, he just doesnt WANT to get it. I know its hard to get insurance at 66 but his health is great, how/where can I get him health insurance?

  1. Since Medicare kicks in at 65 in the US, you're not going to find any US Health companies that offer individual coverage to a 66 year old except medicare supplement.  Not much market for non resident seniors. Perhaps some coverage from a Mexican company?
