Yes quite surprising isn't it? He was nominated 5 times. the last time just days before he was murdered. Their are 2 possible reasons . One is political and one is because he really didn't fit into the listed categories.. Norway (the voting  party) did not want to  offend  Britain. It was Gandhi who fought for independence from Britain.   He didn't work within a political party he had no real organization he did not fit the the norm.
