Height requirements of ground cover?

What are the specifications of a ground cover? What is the max height? What classifies a ground cover? What makes it what it is?

well in my opinion ground cover just has to be something that spreads and chokes out weeds but not invasive and that looks pretty with flowers

one of my favorite ground covers for my area of 7b arkansas is homestead purple verbena

its a great plant it flowers from spring to fall and does a great job of covering the ground and chokin out weeds one of my favs.
