why didn't they fight on the top of the cell at summerslam? is there a particular reason or they just didn't feel like it

Vinnie boy mcmahon was scared because the little kids can get scared sometimes and they cry to their mommies and saying "mommy im scared will they die?" or other things with kids crying and thinking its real. some parents already reported the WWE and they just phoned WWE and just yelled at them because on smackdown one night, They showed the clip where taker threw Mankind off the cell onto the announce table and the kids were crying and covering their eyes and just going to sleep and theyre so scared.
