Hello, I have a gateway

Question

Hello,I have a gateway select 1300. It won't boot but the power supply is working and I changed the hard drive. I haven't worked on solving this problem for about 18 months but I
really want to get this computer working again. I changed the hard
drive and unistalled the OS. It came with WinME but i upgraded to XP
worked fine but now doesn't work. nothing comes on the screen but the
power supply is working.
