Hey my brother is slow learning he also has a mind of a 7 year old he is 36 now tho but when he was younger my mum had a nurse come to the house that explained all this to him and dealt with all aspects of this area perhaps u cd speak to a dr to see if that something they still do today (as this wd of bn a fair few years ago)

Simply tell him whatever you wish and keep it as simple as possible.  Children do not need to know all the details -- just the basics at an appropriate level.  As he matures, tell him more and help him feel comfortable in coming to you to ask questions -- and not rely on misguided friends!

I have a 5 year old with special needs and some one told him about the birds and the bees at school. I think a child with older siblings. I have found him masturbating and later he has asked me if there is a bone in his p***s.  What I tell him is, to always do such things in private and that your p***s is a special gift designed from God to be used in a special loving relationship much later on.
