The best spot is in Karamja, you get there by going to Port Seram in the southern part of the map, straight south of Falador. There is a npc on the docks who will charge you 30 gp to go to Karamja island. Once you get off the boat, go straight north to the short dock passed the banana trees. Here, there is cage and harpoon spots. you can keep a full inventory of raw fish and go back to port seram and sell them to the fish store when the count in the store for that item is 0 so you get the most out of the sell. Go back to Karmja, wrinse, and repeat. Or, catch a bunch and wait for someone to make a fire on the docks, usually someone will to cook their own fish, or just ask everyone to make a fire.
