Hello! couple of my friends Philippines passport is expired already, should they go to Washington DC to renew

personally? Another thing is, their passport is not on their husband's last name. What other requirements should they bring in case they go to Washington DC.

Contact the Embassy of the Philippines in DC before just showing up there.  They'll let your friends know what they need to renew and change the name on their passports.  Also there may be a Filippino consulate closer to you than DC.  They could help too.  I don't know because you don't say where you are.

Yes, they have to appear in person for the biometrics collection.  If the name has changed take a certified copy of the marriage certificate.

Depending where they live they will have to go and apply in Person In DC or in some other city.Sometimes if you live very far from a Embassy or consulate you may renew the passport by mail or courier service.I would contact your nearest consulate
