hello i work at iss cleaner fro trains in leeds train sation and i heard a part time job for national express east coast is supose to be coming up and i really need some 1 to understand what i'm about to ask if i wanted to do the part time job if i pass the interview art or what ever would my boss even allow it or would it be better for me to speak to the boss of my boss

Please - how many times do we need to ask you to properly title your questions? But - no one can stop you applying for a job or giving notice should you get another. Most people would not say anything to their exisiting employer until they had secured a new position.

If this parttime job is from the same company you're already working for, you might tell your boss that you want the parttime job.  If he doesn't want to cooperate or tell you, you're  not qualified, you should go  to the boss of your boss and tell him you want the parttime job, no matter what your boss is telling you.
