Help, what does CEP: mean in Brazil ?

Okay, so i am trying to mail a package to Fortaleza in Brazil...and this lady gave me this information:

cep:60.165-070

is that the zip code ? why is that way 60.165-070...

i looked up the zip code for Fortaleza and it came up as 60455.

Anybody from Brazil have an idea what that CEP: number is ?

  3. Yes, it's the zip code, and the right way is 60165-070, not 60165, because this one is for the city,  and the complet one is from a specific street from the city.
