Help I need a paint program that is easy like the microsoft home publising?

Question

I made a web banner that I love in the microsoft home publishing program (which I find to be such as easy program especially for someone like me who is NOT that computer savvy) The problem is that it only saves as a php file and I know that much that in order for me to upload it online it needs to be in a jpg file. Now I'm trying to find a program that is comparable to the Home Publishing . I tried to use gimp, inkscape, and I must be such a dumb A that I can't figure out how to do something as simple as tint and crop an image. So another words those two programs are to hard for a simpleton like me. And I even tried to copy and paste from one program to another and that doesn't work. I even tried to copy in paste into the paint program that come with the computer and the image was all distorted .So are there any other suggestion for an easier program out there like the Home Publishing that anybody know about????. Help Please!
