Yes - someone could contact the police or phone company and ask for the number to be traced, but normally this will only be done if prank phone calls are being made or harassment

I think some phone companies will have the number on the detail billings instead of blocked call. But other than that on caller id i dont think they can.

Home phone or Cell Phone.  IF home, then yeah they probably can.  If  Cell, probably not.

Yes. If you don't the phone company put your phone # on permanent call block caller ID will see it. Once you have it call blocked you can always *82 for some one to see it.
