  1. Look, this is the scoop. You have to remove the wallpaper.Whatever works for you go for it, whatever it takes.I'm a painter and trust me there is no way around it.

Option 1. you leave it and paint over it.

It will look awful maybe peel or bubbleup. In a few years you decide you want to finally take it off and paint, then it will be twice as hard because water or a chemical solution will not penetrate paint plus paper.( I removed this once and it wasn't cheap)

Option 2.you take it off.Put holes in it first. This tool you can buy at Home Depo.Use hot water and sponge.Wait a couple of minutes.Wet again.Wait.Scrape. I know it's a pain in the *** but you have to do it.

Wash the walls the best you can after.Double prime with tinted primer because the paint will not stick to the wallpaper glue.Paint.

Now you have a wall ready for repainting again and again.Painting over wallpaper invites trouble in the future.Do it hard do it right.

  2. It depends on the type of paint and how well the paper is attached to the wall.  Water based paints will penatrate the paper more than others, and any imprefection in the paper will we more obvious with paint on the surface.  Removing paper is a lot of work, but once done it you can treat your wall any way you want.

  3. If the paint is latex, it will dissolve the glue.  That's a bigger job than removing the paper backing now.

  4. Removing old paper is easy if you use a garden pressure sprayer of the hand pump type, fill to the line with warm water add some washup liquid and pump up the pressure then finely spray the wallpaper till damp...have a coffee... then spray again soon the stuff will surrender and leap off the wall at the slightest touch not alot of scraping or dig holes to repair either. good luck
