Help On How To Tutor?

A friend of my little sister wants me to tutor her, and help her out on how to read, and pretty much Language Arts, and they're paying me, so i want to be a excellent tutor and see alot of progress. Does anyone no any tutoring advice for 2nd Graders, And i also want to know what should a second grader already know, so i can know what to help her with

That sounds like a big task and you are wonderful to agree to help out :)  Perhaps you can look at your friend's younger sister's school website and find the general learning objectives for those in 2nd grade.  There is a book series by E.D. Hirsch ("What Your Second Grader Needs to Know", for example) for each grade level from preschool to sixth grade though it may be a little more advanced or such and the earlier editions are said to have some inaccuracies (newer one's should be at the local bookstore).  A parent-teacher's store may have some workbooks for each age and grade level (as well as the bookstore ;) including vocabulary, phonics and other workbooks.

If you really want to help, you'll need an excellent resource.  Now, I have taught for 23 years, and I've found that the Saxon Publishing Company has the best textbooks around.  Ask if the parents would please buy the book, and then all you have to do is follow all the directions carefully.  I taught my son to read before Kindergarten using the Saxon Reading Program.  Check them out online and see for yourself.  As for some hints on teaching, check out www.alternativeeducationbible.com for FREE tips.
