Help! Painting and Stripping a Bike Frame???

Question

Got a sweet cro-moly frame that I am converting to a track bike. But the paint job on it is HORRID. It's spraypaint and a mix of laytex paint too!

How do I strip this c**p off the frame?

Then whats the best way to paint it once I do?
