it is probably an allergy. it might be allergic to something u gave it, my friend's hamster had this and she found out that it was the bedding that it was allergic to.

It might just be his tears.  Take a q-tip and dip it in warm water and very gently try to rub it off from around his eye.  A warm wash cloth will work well too.  

His eyes may have been irritated by bedding or a scratch.  If this doesn't clear up in a day or so and wiping off the area does not help please take him to see a vet.

It sounds like a form of conjunctivitis which can result in the loss of the eye.

The gerbil will also be in incredible pain the itching will be agony

It is usually caused by the lashes of the eyes going inside and irritating the inner lids.
