Although "Pendragon" was treated as his "surname" by a lot of modern writers because his father was called Uther Pendragon, but "Pendragon" is not Uther's surname, it's an epithet, and epithets are not usually inherited. There's not a single medieval source that refers to "Arthur Pendragon" or treats the name "Pendragon" as applying to Arthur.

    The usage of family names was not introduced in England until the Norman Conquest during the 11th century. Some of the early Norman nobility arriving in England during the Norman Conquest differentiated themselves by affixing 'de' (of) in front of the name of their village in France. This is what is known as a territorial surname, a consequence of feudal landownership.
