Help With Horn of Heaven And Caius ?

If Caius the Shadow Monarch is tribute summoned and I chain Horn of Heaven it means caius's summon is negated and would that also mean his effect wouldn't go off to because it was technically never summoned?

I ask this beacuse some guy at regionals I dueled said that it didn't work because caius's effect always goes off and he said caius's effect destroys it anyway when he targeted my horn. ( Also when i summoned My own caius he used torrential tribute and said caius's effect doesn't go off now im sure he's wrong on this so i'll just wait and see what you guys say)

  1. The guy was either lieing to you or he was just stupid. Well, that may be a little harsh, but oh well. Cards that negate the summon of a monster keep that monster from technically hitting the field (which also keep it's effect from hitting the field), so the Horn of Heaven can stop any monarch effect and even that of Jinzo. He must have either been mistakening the effect for something like Bottomless Trap Hole, which activate AFTER the monster is summoned and do not keep it's effect from taking root, or he was just taking advantage of you.
