Help. Yarn wig for a puppet?

I've been working on these paper mache heads for hand puppets and for various reasons we've decided to give them yarn hair. I can't get the hair to stick with elmer's glue or wallpaper paste, the library discarded the books with tutorials in them (except for one at the library down the road which the librarian has out and hasn't returned) and I can't find any tutorials on the internet. What am I doing wrong?

  2. I would try a couple of things to see which works best:

    Thread the yarn into a piece of loose weave fabric cut to fit the puppets head.  Then glue the fabric to the paper mache.  A burlap material is good for this, it is easier to get the yarn to look uniform.  I have done that for halloween costumes.

    the other way is to use hot glue (or the cooler temp 'hot'glue gun) to secure the yarn on the head.  

    I find it easier to put the yarn on the fabric, because you can un-do it a little easier.
