  1. Which part of your bike seat is loose?

Is it just the part you sit on that's loose (the saddle), or is the metal tube that goes into the bike frame (the seatpost) loose?

If it's just the saddle that is loose, you need to tighten the bolt or bolts that hold the saddle to the seatpost.  These are usually allen bolts--  They don't look like normal bolts, but are circular-headed with a hexagon-shaped hole in the middle.  These require Allen Key wrenches to tighten.

If it's the seatpost that's loose, you need to tighten the clamp that holds the seatpost to the frame tube.  That's usually either a quick-release or a bolt-tightened clamp.

Whatever it is, it sounds like something simple.  If you are completely mystified, you can take it to a bike shop and ask them to show you how to adjust your seat.

  2. i'm pretty sure if you look under it there will be two bolts holding a bar. grab an allen wrench and tighten those.

an allen wrench is shaped like an "L" if you dont have one, sometimes a screwdriver will work
