Help for a Dance Theme?

So my school is having a dance coming up and the theme is "Out of this World". I know, I know...weird kinda. But what it means pretty much is something so out of this world it's OUTRAGEOUS! So me and my friends thought of an idea with neon dresses and metallic leggings together. But we can't find any metallic leggings anywhere other than at american apparel and well they're quite expensive. Also can't find any neon dresses anywhere in particular.

So my point is, if you have any ideas for an outfit please let me know :) Or if you know where to get those stuff I mentioned before at a descent price. Thank you in advance!

why not  get together and make them you can get fabric and patterns cheap and it's truly easy, no one at the dance will have the same dress
