Help let someone borrow money never payed me back got proff can i sue him????

okay like nearly a year ago i let my friend borrow money ofcourse he lives in calexico and also lives in mexicali at times past the border and me in central califronia i sent it through money gram it was $ 250 american dollars i still have the receipt the guy hasnt answered my calls or payed me back and im pissed i just want to proof my point that he cant f with me...is their anything legaly i can do?
