  1. It's not the fixture that's important, it's the wavelengths that are produced for photosynthesis.  If you have a tube specifically made for growing plants, or one that's a full spectrum tube, yes, you could grow plants with it as long as the light isn't too far from the plant.  Ideally you would want it to be a foot or less away.

If your fixture doesn't have either of the types of tubes I mentioned, you can buy a tube separately.  Just be sure that the tube diameter matches what your fixture is designed to hold.  This type of fluorescent fixture has tubes designated by diameter as well as tube length.  The diameters are designated as T12, T10, T8, or T5.  Each type needs a different ballast and if you don't match these correctly, you can ruin both the tube and the ballast.  You can find the tube size printed somewhere on the tube that currently in the fixture, or on a label somewhere on the fixture itself.

Since the fixture you have is a brand sold by WalMart, that would be a good place to start if you need to buy a different tube.

  2. What are you trying to grow as it makes a difference.

I grow 3-5 cannabis plants under a 600 watt High Pressure Sodium light.

    It works a treat.
