Help me choose the right format?

Question

Ok so like i wanted to convert some flv videos. Could u all help me decide the best format & also does changing the format increase the video quality?

Well Its like this: If you have an old photograph, you scan it & want to change the way it looks. The colors need to be more vibrant, the texture needs to be crisp.. You can obviously do it, but it'll require lots of tie & use specialized H/W & S/F..

Similarly if the original format has ben changed to FLV, even if you now put it in WMV or AVI or any other format, the image & the sound quality will not see any inporovements.
