Help me find a style for my friend! (Details inside)?

My friend is really short and flat, and she feels like she needs a new look. She loves vests and ties and is looking for something slightly edgy, but she doesn't think she can pull those types of items off because of her size. I can't convince her to try anything one... so I thought you could help by giving me suggestions on what she could wear?

definitely urban chic, with a vintage twist. its coming back into style, and her frame will suit it just fine. she can also incorporate the vests and ties, given they are matched with more feminine pieces. some stuff to try:

short is good it'll make her look good her style can be like vanessa hudgens and miley cyrus kinda like that google it and you'll see what i mean how is her hair like?
