It's originally a German surname, most likely from Bavaria (Bayern), as the spelling indicates.  However, your suspicions may prove correct, as there are now sizable populations of people of German origin in both countries.  During the Medieval Ages, the Hanseatic league, a medieval trade organization, was big in certain cities in North Germany and Sweden (in fact, many cities in North Germany still bear a prefix "Freie Hansestadt," or Free Hanseatic City [Bremen, for example]).  However, Bavaria and North Germany are pretty different, and they have been and still are, so, perhaps the surname ended up in Norway during the Germans occupation in WWII.  But you'll have to confirm that with immigrant records, and the surname remains German in origin.
