Shame can be positive in that it discourages people from doing things which society condemns, such as stealing, cheating on wife/husband. It can also encourage people to confess their misdeeds, leading to peace of mind, justice and forgiveness.

Shyness is undesirable because it prevents people from expanding their social circle, participating in debates and public speaking, engaing in careers that involve being on stage, public speaking and interacting with strangers. It prevents people speaking up when they wish to express their opinion, object to actions they disapprove of of stand up for themselves.
