    Some land is suitable for growing things, some land is not.  Land can be too rocky, too swampy, contain too much sand or clay, be too polluted, or just too poor in nutrients.  These areas would not be arable.  If these conditions can be fixed (like adding nutrients with manure) they can become arable (suitable for growing crops).
