Help for a sweet sixteen??!!!?

my sister(jenna) a girl that likes to dance(high school dance team)hang out with friends talk on the phone go shopping-The typical teenage girl. Her favorite color is pink. and we are trying to throw her a surprise birthday party-now we are not rich and cant afford a huge elaborate sweet sixteen like the spoiled brats on TV we just want to throw her a nice sweet sixteen with her family and friends that wont cost a huge chunk of money we do not know where to have the party(like 50 people) it is possible at our house but we do not have a huge house-and we do not want to have to have our activities change depending on the weather if you know what i mean

So PLEASE any tips suggestions on how to

-go about this party

-where to have it

-how to get all of her friends numbers

where to buy my food and supplies

-what to feed the teens

-any suggestions PLEASE

Maybe you could order pizza ! Or you could just have snack foods and cake. You could decorate with lots of pretty colors- pink & purple.  You could simply have it at your house ( inside so it wouldn't be weather dependent and so you wouldnt have to pay any fees to somewhere else.) You could have music playing and maybe a dance competition if you wanted. Good Luck!
