Wear a black tight skirt preferably long or better still tight long pants that open at the bottom eÌ nd. Stay away from patters for the lower part or you'll look overdone! Beautiful top by the way! You have good taste ;)

I would either wear white, black, brown, tan, or a dark color under it. You can get tanks for $3.80 at forever 21, really cheap. Or you could wear a strapless tube top that's one of those colors. I would wear it with jean shorts or a brown skirt, too. It's really cute I hope you have fun in it!!

Just like tracklvr said, I think you should put a nice tank top, probably white, underneath since it's black and plain. If you want, you could add a belt, but make sure it doesn't have any pattern or anything on it. try black, or maybe a nice bright red.

Orrr, (look in a mirror first and see if it looks right) you could switch the colors of the belt and the tank top.

I don't think the outfit would look to bad with some light-colored jeans, but make sure they're cute ;] If you don't want to take the risk, try some nice black jeans, maybe skinny ones, because those kind of jeans usually look good with Forever 21 clothes.

Also, make sure you look in a mirror and just check if it looks somewhat right. I'm not saying that it looks exactly like something you've seen in a magazine, because a lot of outfits look good if they're original and look a little strange at first. Another thing is that sometimes I have this image in mind with my clothes, but when I try exactly the same thing in my head on, it has some shape or pattern that ruins the outfit, and it would've been better if I had just improvised.

I would wear it over jeans and a tank top, any color tank would work because it is solid black.  But, really, it would go with almost anything.
