an electron in the first energy level because it is harder to destruct than the third energy level... it would have to move all the other energy levels first to get to the first one..

The third level. The reason is because it takes longer to go around the center of the atom. Its kind of like how pluto's year is longer than ours because it takes longer to get around the sun. Good luck.
