Once the probability forecast is high enough, people should start evacuating, though I am not sure if this is the PRIMARY rule guiding your evacuation decisions. Answer (c) and (d) are also possible. It depends on what your teacher or professor told you, most of these are sensible but I am unsure as to what the primary rule would be at this point.
