Ok, just some general tips...

You can prank call almost anybody.  NEVER prank call the City or any emergency line or law enforcement, you can get in trouble.  Also don't prank call residential lines.

If you're calling someone, make sure you know about the other end you're calling, for example, if you know about cakes, you may want to prank a bakery or something.  This will keep the conversation moving more smoothly for you.  Write down reference if you need it.

Don't sound nervous or stutter to keep the conversation more realistic.  Also keep it going smoothly.  Try not to have any time where nobody is talking.  If you can't think of what to say, say 'Make it snappy' or 'Hurry up' or something like that to annoy and make your victim talk.

Make your call original, don't do the old weird-pizza-toppings one.  You can use voice changers or background noise.  Prank call telemarketers, businesses, 800 toll-free numbers, etc.

NEVER threaten people because that can lead to trouble.

It's actually safer to prank call incoming calls from telemarketers and other people.  These can also be more fun, but you'll have to think fast about what to say.

This stuff if really fun, try not to laugh!  Recording phone calls is not allowed in some places (they take the fun out :(  ).  The rules are in the front pages of the phone book in your area usually,
