Yeah. Onnce you get there, you talk to Celio and he will ask you to get the Ruby + Sapphire stone in order to trade from ruby and sapphire. But you have to beat the Elite 4 first.

yes you have to its part of the storyline you go to 1 island, 2 island and 3 island to see bills brother celio and you have to retreave the ruby and saphire and then u can fight the pokemon league and capture the almighty mewtwo. i think
