  1. You can't legally force you neighbors to be cooperative.

If you can't access the roof another way,the only thing you can do is wait and get to know your neighbors, become friends with them and then they will allow you access.Just may take some additional time.

  2. can u set up a ladder in your yard?

  3. Just do it the old fashion way. climb up a ladder and work from the roof. You can build a scaffold right on the roof. But if this is a temporary house, who is in charge of maintenance?

Added: You say it is a temporary house. After reading your following addition, I don't believe you are giving us all the important facts. Why are you in this temporary house? And if it is a trailer in an area zoned for housing, how long has the trailer been there. To many questions to provide help here. If your are being evicted, you need a lawyer not Yahoo Answers.

  4. if your leaving get all your stuff out from under and let it leak,or put a pan under it ,obviously the landlord doesn't care so don't trouble yourself ,look around and get out as soon as possible...............tom

  5. That doesn't make a great deal of sense. It is kind of rude that the neighbors won't allow the scaffolding to be put up, but maybe they're very attached to their gardens.

Did you ask them if they might be open to the idea at a later date? For instance, in a couple of months or so when the plants are dormant?

Even if they won't agree under other circumstances, there still has to be a way to fix the roof. The scaffolding right at the site you need it would obviously be the best choice, but if it's just not an option, then put the scaffold up in your own yard as close as  you can get it. Even if you have to put it on the opposite side of the roof, you can still climb over the peak and access the spot you need to work on. It'll be a pain in the butt sure, but be careful and work safely even if it takes a bit more time.

If it was a contractor telling you they can't do it without getting in the neighbor's garden, I think you should shop around and get more estimates, or put an ad on craigslist explaining the job and asking for quotes. I am SURE there is someone who can help you get the job done.

I'm not entirely sure what you mean by temporary house, but if it doesn't belong to you and you're paying rent, it may be someone else's responsibility to get it fixed. If it isn't yours and you're not planning to be there overly long, you may want to patch it somehow, maybe with a sheet of exterior plywood and a tarp? Stop at home depot or a hardware store and talk to some of the guys that work there...they can give you some good suggestions.

    Good luck with the leak!
